Tap a photo and the original streams back down. Edit it, share it, or AirDrop it and the same thing happens. The download is usually fast enough that you never notice, which is the point.

The confusion underneath all of this: two separate storage pools

Your iPhone has device storage: the 128 GB or 256 GB or 1 TB physically inside the phone. Your Apple Account has iCloud storage, which starts at 5 GB free and goes up through paid iCloud+ tiers. They are separate pools with separate limits.
Buying more iCloud does not give your phone more room. Deleting apps does not give you more iCloud. Optimize iPhone Storage moves weight from one pool to the other, and that is the entire trick.
”Optimize Storage” means three different things
Apple reuses the phrase. There is Optimize iPhone Storage in Photos, Optimize Storage in Settings → Music (which removes downloaded songs you haven’t played), and an Optimize Storage recommendation card in Settings → General → iPhone Storage.

Why nothing happened when you turned it on
Most explanations skip this part, which is probably why you’re here.
Optimize iPhone Storage reacts to pressure rather than running on a schedule. iOS does not sweep through your library the moment you enable it. It downgrades local originals gradually, as the device starts running low on space, and it goes after large, old, rarely-opened items first.
So if your phone still has 30 GB free, iOS has no reason to optimize anything yet. You enabled the setting, checked Settings → General → iPhone Storage, saw the same number, and concluded it was broken. It isn’t. It just hasn’t been asked to do anything.
A few other conditions have to be true before a photo can be optimized:
- It has to be uploaded to iCloud first. iOS needs the original safely in the cloud before it will replace the local copy. A photo mid-upload is not a candidate.
- You need a network connection. Ideally Wi-Fi, ideally with the phone on power.
- You need iCloud headroom. More on this below, because it’s the failure mode nobody writes about.
Realistic expectation: hours to days, not minutes. Leave the phone on Wi-Fi and charging overnight and check again the next morning. Watching the storage bar for ten minutes will teach you nothing.
One more wrinkle: because viewing a photo re-downloads the original, an evening of scrolling old albums temporarily eats the space back. iOS clears those out later. It’s a moving target by design.
Four things Optimize iPhone Storage will never fix
The feature is useful and worth leaving on. It also has hard limits, and knowing them saves you from waiting on a fix that isn’t coming.
1. It does nothing for your iCloud usage
Your originals still sit in iCloud at full size and count in full against your plan. Optimizing does not shrink them, compress them, or discount them.
What it really does is convert a device problem into a subscription problem. 2. It never gets your library to zero
Optimized copies are smaller, not weightless. In practice, people commonly report the local footprint settling somewhere around 10 to 20 percent of the library’s iCloud size. Apple doesn’t publish a figure, so treat that as a rough field observation rather than a spec.
On a 500 GB library, that’s still 50 to 100 GB parked on the phone. If you’re trying to survive on a 128 GB device with a decade of photos, optimizing alone will not get you there.
3. It has no idea what’s junk
This is the important one. iOS optimizes everything with equal enthusiasm: the 200 near-identical burst frames, the screenshot of a parking level, the four exports of the same edit, the 40 GB of 4K video you watched once.
Your photo count never drops. Your library never gets simpler. It just gets stored differently. Optimization compresses the problem instead of solving it.
And video is where the weight really lives. Your iPhone spells out the per-minute cost in Settings → Camera → Record Video, and 4K sits in the hundreds of megabytes per minute of footage. 4. It breaks down completely when iCloud is full
If your iCloud storage is full, new photos never finish uploading. And if a photo never uploaded, iOS has no cloud original to fall back on, so it can’t replace the local file with a smaller one. Dead end.
Full iPhone plus full iCloud is the one scenario where Optimize iPhone Storage does nothing at all, and it’s a common one, because the two tend to fill up around the same time. If you’re in it, no toggle will help. You either buy more iCloud or delete things.

Pick Optimize if your device storage is the constraint and you’re normally on Wi-Fi or cellular. That’s most people.
Pick Download and Keep Originals if you edit or export regularly, travel where signal is unreliable, shoot in ProRes or RAW, or you’re planning to move off iCloud Photos.
That last case deserves a warning. If you turn off iCloud Photos while optimized copies are on the device, iOS will tell you those local copies are going away. Switch to Download and Keep Originals first, let the sync finish completely, and only then turn iCloud Photos off. Doing it in the wrong order is how people lose photos.
What actually frees space on your iPhone
If optimizing wasn’t enough, deletion is the only lever left. It’s also the only action that shrinks your library in both pools at once. Ranked by how much you get back per minute of effort:
- Long videos. The biggest single-item wins by a wide margin. One forgotten 20-minute 4K clip can outweigh a thousand photos.
- Duplicates and near-duplicates. The same sunset eleven times, the same document scanned twice, exports of exports.
- Burst sets. Forty frames, one keeper, thirty-nine passengers.
- Screenshots. Tiny on their own, enormous in bulk. Almost none are worth keeping past the week you took them.
- Offload unused apps. Settings → General → iPhone Storage. Keeps your data, removes the binary.
- Messages attachments. Settings → Messages → Keep Messages → 1 Year, plus Review Large Attachments.
The trap that ruins step one through four
Deleted photos do not leave your phone. They go to the Recently Deleted album for 30 days, holding exactly the same bytes they held before.
This is why “I deleted 2,000 photos and got nothing back” is such a common complaint. The deletion worked. The reclaim hadn’t happened yet. One exception, and it’s a sharp one: if you’re already over your iCloud storage limit, Apple removes deleted photos immediately with no 30-day grace period and no recovery. Worth knowing before you start a purge with a full iCloud.
Why people don’t delete, and what fixes it
It isn’t laziness. It’s volume. A 30,000-photo camera roll has no obvious entry point, and the stock Photos app’s select mode at that scale is a hostage situation: tap, scroll, lose your place, misfire, start over.
